The blank slot under Navy is intentional. There is no Navy equivalent rank for the entry level of officer rank in the Air Force or Army.
It is unfortunate that there are a couple of ranks in the Army and Navy that have the same name and yet are disparate levels within the hierarchy. For example, a Navy Captain is three levels above an Army Captain and a Navy Lieutenant is a level above an Army Lieutenant.
