Can you help me please?
I received the following advice from Michael Doherty on 3 August 1998. If anyone else can confirm which Navy (I am assuming it is the Royal Navy - English) and maybe help me to date the photograph based on the uniform style, etc:-

Whilst browsing for 'Doherty' information I noticed the photo and your request for help. Don't know when you put it up but I hope I'm not that late.
The uniform definately looks Naval. The anchor on his left arm indicates the rank of Leading Seaman (or 'Killick' as in the type of anchor). The chevron indicates years of good conduct service. These are awarded for every four years service which would indicate your relation had been in the service between 4 and 8 years.
